Members of the general public, non-profit organizations, and other tax-exempt entities can purchase property deemed as surplus to the University of Wisconsin through our SWAP Online Auction or Public Surplus websites.
The SWAP Online Auction posts over 25 new auction listings each weekday and features a wide range of products from a variety of categories. Registration to create an account and begin bidding only takes a few minutes through the SWAP Online Auction website. Winning bidders will receive an invoice via email and payment can be made easily either online or by calling (608) 497-4420. Most items can be picked up at our Verona Operations location. The Public Surplus website features surplus property available for purchase from state agencies and universities across the country, including UW–Madison. Registration only takes a few minutes through the Public Surplus website. All invoices and payments are processed online. A 7.5% Buyer’s Premium will be added to your bid for site fees.
Occasionally SWAP offers items for donation. See our Property for Donation page for more information. Donations are restricted to verified Wisconsin tax-exempt organizations and items are available on a first-come, first-serve basis. Proof of tax-exempt status is required to receive a donation.

What does the acronym SWAP stand for?
SWAP stands for Surplus With A Purpose. SWAP is an environmental steward for the University working to minimize our environmental footprint. Through store sales, online auctions, inter-agency transfers, and donations, we’re able to re-purpose or properly recycle over 92% of the 20 tons of material we receive each week.
Do you accept donations from the public?
No. SWAP can only accept surplus property from state-funded entities, including UW System campuses, Wisconsin state agencies, public schools, and municipalities.
Does SWAP work with public schools and municipalities?
Yes! We encourage schools and municipalities to save money by purchasing furniture, equipment, and supplies from SWAP. Please contact us to discuss available inventory or to request a viewing appointment.
Does SWAP allow refunds or exchanges?
Buyers have an opportunity to inspect purchases at the time of pick-up. If a purchase does not meet expectations during the inspection, a full refund will be provided. No refunds or exchanges are permitted once an item leaves the University premises.
Please note some categories of items may require verification of citizenship for export control compliance purposes.
What methods of payment are accepted?
SWAP accepts Visa and MasterCard if making a phone payment. If paying online, we accept Visa, MasterCard, and Discover. SWAP can also accept wire transfers. Contact SWAP Customer Service for transfer instructions.
Can I request SWAP to hold an item for me over the phone or email?
No. All property is available online on a first-come, first-serve basis.
How long do I have to pick up my purchase?
Purchases must be picked up within 10 business days after receiving an invoice. Purchases not picked within that timeline may be considered abandoned and disposed of at SWAP’s discretion.
Will SWAP assist with loading equipment or furniture into a vehicle?
Public customers are asked to bring labor with them if assistance with hand-loading is required. SWAP can load with a forklift upon request. Please contact SWAP with any concerns about loading purchases into vehicles.
Please note: SWAP is not liable for any damage done to the purchased item or the customer’s vehicle during the loading process.
Can I be on an “alert” list to let me know when a specific type of item becomes available?
No. All SWAP sales must be conducted through a publicly-advertised, transparent, and competitive process. Alerting individuals could be construed as providing preferential treatment.
